Should a vet bill have GST?

Not on the vet's own service. Under GST, 'services by a veterinary clinic in relation to health care of animals or birds' are taxed at nil: entry 46 of Notification No. 12/2017-Central Tax (Rate) 11. Medicines and packed products are different: their tax is already inside the printed MRP 69. If a bill adds GST to the consultation or the treatment, ask the clinic which item the tax is on.

Is the price fair?

There is no official price list for private vet clinics. The vets' code only says the fee should be announced when the service is given 12, and we found no central or state rule that fixes private vet fees 1220. So a fair bill is one where every line was explained, agreed and written down.

The nearest official yardstick is what government and university vet hospitals publish. IVRI Bareilly charges ₹500 to spay a dog or cat and ₹300 for a blood count, plus tax (rates from June 2024) 16. Goa's government vet hospitals charge ₹100 for an anti-rabies shot, including the vaccine and certificate (August 2024) 17. Madras Veterinary College lists ₹90 for an anti-rabies shot and ₹500 for a major operation (undated list) 18. A private clinic will usually charge more than these. That alone doesn't make a bill unfair: out-of-hours visits and hospital stays cost more even at government hospitals 1618.

Choosing a vet you can trust

How to complain about a vet, in order

  1. Talk to the clinic. Ask in writing for the itemised bill, the receipt, the case papers and any test reports. The code says a vet must make sure the owner knows the pet's condition 12.
  2. Professional misconduct: your State Veterinary Council. Write to the council in your state (addresses below). Councils investigate complaints 12. After hearing the vet, a council can remove the vet's name from its register for a period or for good, for infamous conduct or a breach of the code of ethics 13. The code's list of misconduct includes false certificates, and operating or putting an animal to sleep without written consent 12.
  3. A paid service that fell short: the National Consumer Helpline first. Call 1915 or WhatsApp 8800001915, 8 am to 8 pm every day except national holidays; it works before any court case 4.
  4. Then the District Consumer Commission. It hears complaints where up to ₹50 lakh was paid 2, with no fee when the amount paid is up to ₹5 lakh 3. File online on e-Jagriti, the portal that took in e-Daakhil from 1 January 2025 5, within two years, in the district where you live or where the clinic is 1. The Act counts negligence, and deliberately withholding relevant information, as a deficiency in service 1.
  5. Cruelty is different. Beating an animal or making it suffer unnecessary pain is an offence under the Prevention of Cruelty to Animals Act, 1960 21. Report it to the police, or to the Animal Welfare Board of India, which takes cruelty complaints and writes to the district magistrate, the police or the state veterinary council for action 22.
